New York Toll Miles

New York Toll miles can be calculated by creating a new jurisdiction and corresponding fuel tax rate entries.  The default provided is the jurisdiction called 'N*'.  This name was chosen for its uniqueness only.  Another name which has been used is 'NT'.  Reporting is handled no differently than any other state.
